What happens if a seller does not give a refund promised?

I have been through the dispute process and the seller has agreed to a refund when I return the product to China what happens if this doesn't happen?

I don't trust this seller and the dispute time line will expire today. Can I open another dispute if the refund does not arrive from PayPal?

You'll have to dispute through your card issuer if that is how you paid should PayPal closes the case on you. This usually happens if the return tracking info does not have a "delivered" status. You can also contact customer service to appeal if the return tracking info shows "delivered" status at a later date if you're not able to file a credit card chargeback or opted not to file a credit card chargeback.
