Welcome to the PayPal community forum. I am sorry to hear that you want to deactivate your account. When you are looking to close your PayPal account you need to make sure that there are no open issues and no outstandings claims. If there are any outstanding issues showing on your Resolution centre then you will need to resolve these before you can close your account. I would recommend checking this if you are receiving an error.
