Transfer money from PayPal USA account to a PayPal Belgium account

First, is it possible to transfer money from an PayPal USA account from Mister X to a PayPal Belgium account from Mister Y?

If, yes which PayPal identification needs to be provided to the PayPal USA account from Mister X so he can transfer the money?

If, yes how do we deal with Dollars to Euro transfer?

You can send paypal payments worldwide as long as that person has a paypal account that can accept paypal payments and can accept the currency you want to send.

If its a goods / services transaction then the best bet is for the seller to send an invoice or money request totally describing the item that they are selling and in the currency that they want....the buyer then just pays the invoice in that currency and before they click to pay it tells them how much will be debited from their funding source in their own currency.

If its a friends / family payment then go to send money > put in email address > select the f/f option > put in the amount > select the currency from the drop down box > check everything and pay. If funded from their bank account then there shouldn't be a fee, if from a card then there will be a fee. BUT it will tell you any fees BEFORE you click to pay.

And again before they click to pay it tells them how much will be debited from their funding source in their own currency.
