Seller hasn’t sent item-refusing to refund

Seller has refused a refund, have now escalated to PayPal and now he is making stuff up like I’ve scammed him, trying to contact PayPal but can’t get through on phone and message hasn’t been responded to for 5 hours, what can I do?

Did you try the Resolution center? I had to escalate a claim because the seller has not shipped my package. The seller has until May 3, 2020 to contact Paypal regarding the issue. I read online that I could contact my credit card company and ask for a "charge back". Paypal has contacted the seller but has not received a response, yet.
