How do i get a refund from ebay that i brought something and they told me i wont get it because the guy did a bad thing on ebay

eBay investigates, Once investigation is done, they refund everybody. But if you want the money now, You'll need to contact eBay through facebook, twitter or by phone.

Do you mean the payment on Ebay was unauthorised and the seller has been removed?

If so then you need to open a PAYPAL DISPUTE as you would not be able to open one on Ebay.

File for NON RECEIPT OF ITEM and when you get the option escalate to a claim.
