Pay-pal is not going to refund fees if buyer gets a refund with a seller! It is going to cause all sellers to raise prices for buyers! Pay-pal is going to lose customers and businesses will lose sales! Just watch!
If it is not your fault that caused the refund (ie, bought by mistake, don't like, don't fit, didn't meet expectations but as described, saw it some place cheaper, etc), deduct the fee from the refund. buyers have to be held accountable for their mistake. Put it in your seller terms/riders and let them know when you about to refund.
