Problems with bank account adding

Good day!

I've faced a problem when trying to add my bank account - the point is a mismatch of name of bank account owner and Pay Pal account owner name. The bank account owner's name is in Russian. How to solve this problem? 

Second question - how soon will the account limitation be raised after providing all the needed information?

The name on the bank account and the name on the PayPal account will need to match.
