I have a balance owing of $5.56 USD, it's been there for a while now, I tried buying things on line but PayPal declined cause I owed this amount of money, my question is, why didn't PayPal just take it out of my banking like they always did when buying something on line ?

Adding funds on an account is initiated on the customer's end.  

What should I do if my balance is negative?
