I paid some guy in KY to repair some scissors on May 1st. I never received a PayPal bill in my email like he said I would and he charged me $20.80. I pd the $20.80 and he argued I didn't pay him for over a week. I was so irritated because the money was there all along yet he said he never got it after I called May 6 to speak to him directly. His excuse was totally lame (the money was there) but my question is why did he get $21.70? Is he supposed to get that extra fee in his pocket? Please advise? I don't understand the particulars around the fees charged. Tks, Janinalyce
