PayPal isn't allowing payments

I have now had 3 people unable to pay me via PayPal. When I complained I was told that my consumers would need to contact PayPal. They are told to take the following steps: Clear the cache. Done. Use another browser. Done. Make sure there isn't a fraud alert on your credit card. Done. Still, they cannot pay me. According to PayPal, my account is fine. So, what's the issue?

Check your settings in seller preferences under Block payments and enable what needs to enabled.
Allow payment initiated by Send money tab, allow eChecks, allow duplicate invoice numbers, etc. then have them try again.
