New chargeback fee - PayPal fraud

PayPal charging $15 aud for chargebacks if they decline a refund request. Having recently having to do this because PayPal refused a refund from a fraudulent seller, I find it offensive and unconscionable that PayPal would seek to profit from this activity. In my case, and many others, the issue related to a well known scammer selling through Facebook. Thousands of people were scammed by this company and vast majority were paid via PayPal. Paypal refused to refund anyone. So how does PayPal justify a fee? I would urge anyone that experiences this type of conduct from PayPal, who are perpetuating a fraud by not shutting down a seller with mass complaints to go to COSL (financial industry ombudsman) and report it. Seek a refund and damages from PayPal. I would also be interested to read their fraud policies.
