Is this a scam?

I am selling an item and the purchaser sent an email showing a payment on hold from PayPal but it doesn’t show on my PayPal app/account, is this a scam?

Thanks for posting your question here and welcome :). 

When a payment is made it will always show in the PayPal account from the receiver. If the money is not added to your PayPal balance you should not send the item. 

In order to receive payments, your email address needs to be confirmed on the PayPal account. If you have not done that you would need to do that first. 

The important rule to protect yourself from fraud is: If there is no money on your Paypal balance you should not send the item.
