Inaccurate details given on a case in resolution

Hi all

I had been waiting weeks on end for an item from a seller. After the seller offered a refund, but did not process one. After I opened a case, the seller provided tracking details, but it doesn't work. Its now almost a month since the item should have arrived. I've told the seller its too late, and I have purchased the item from elsewhere now, so I just want my refund, but the seller is simply ignoring. Where do I stand? Thank you
