The shipping address(?) on the payment can not be changed once payment is completed. The seller must refund you and you must send payment again and be sure to update your shipping address during checkout. This is something you must work out with the seller. Seller may deduct PayPal fees from the refund because PayPal no longer refunds the fees so it can be costly to issue a refund.
