Help needed with refund

Hi guys, I have recently been notified that an item has sold from an old EBay account. The product is no longer available and I have no access to that account. Also, I cannot contact the buyer to make him aware of what has happened. PayPal have notified me that the payment is on hold. How do I issue the refund if it’s a payment on hold? I’m having issues reaching an agent also. Any advice would be appreciated. Thank you.
