Gettin shipments from China to U.S. Time frame

good day. I live in Florida, USA. ordered a hat from China Jan 26, 2016.

Tracking shows it was processed in China for shipping Jan 28, 2016.

its been "in process" there ever since. Today is Feb 20, 2016. 

I have no idea if this is the norm & to just let it go or be concerned. 

Apparently it never left China at all. 

Paid through my Paypal account , as this is what they requested. 

Any and all thoughts or suggestions are helpful. I'm a novice.
