Flash pay id

I've went through this website and all my PayPal Prepaid NetSpend cards customer service site and I still cannot find my NetSpend flashpay ID. In the frequently asked questions I search for flashpay ID and it says that it just show up at the top of the menu on the online account Center and it does not can anybody tell me where I can find this?

The flash Pay ID won't be found with the PayPal prepaid cards. It's an entirely different service. PayPal has never promoted flashpay as part of their Prepaid card services and the only feature/function associated to Netspend is the ability to add funds to your PayPal prepaid card(s) through the Netspend network.

According to this page, at the bottom, flash pay is only available for those brands. No mention of PayPal.
