FIRC AND BRC issue

Hello,

Can citibank provide FIRC for advance received against export of goods, and if it provides, so will my bank will issue me a E-BRC with this FIRC? I mean is this FIRC is valid to get E-BRC? Because I read on internet that some banks may be refused to give E-BRC with this FIRC.
