Escalate a problem with local PayPal support?

Hi all,

In June, I had my first complicated purchase made through PayPal and I had the most terrible experience with our local Russian PayPal support that included giving false promises, giving bad advice and refusing to let me speak to any supervisors. If you check local reviews on Google and elsewhere, you will see that my case is only a small example of the terrible job they are doing, with no repercussions. Is there any way to escalate any of that somewhere above the Moscow branch? I would appreciate any help.
