I did not receive an Item which I paid for and opened a case at paypal resolution centre and they have declined my case saying that the seller said that my item was delivered and it wasn't. How do I go about appealing this?

Sorry to hear about the outcome of your claim. Although, the decision made at the conclusion of a buyer claim is final it can be appealed if new information is presented which was not considered during the original investigation.
