Can I use the money in my account before the goods arrive at the buyer? I do not see a notification that the money is frozen, but I can not withdraw it to my card linked to my account. I have made purchases with this card.
Second question
As a citizen of Kazakhstan, I use PayPal in English, but in Russia they use PayPal in Russian, it would be nice to do this for Kazakhstan, because Russian is the state language there and everyone speaks it, it will be easier for users to work with PayPal if it is in Russian, not in english
