Can I seed the bank Number from a Seller ?

Can I see the bank number from seller witch I what to pay something ? 

Or I can see jus his paypal Account

The whole point of paypal is to keep all bank and card information confidential.

All you need to pay a seller is their paypal email address OR they can send an invoice or money request to your email address.

the problem is the following.
I bought something from a seller for which I had a warranty.
it turned out not to work.
I returned the item back but did not receive the money. then I condemned the man but he did not pay back. we have seized his account through court. but it turned out that he no longer used this account. but there is paypal and we are trying to figure out which bank account is active

Then you would need to contact customer services for account information.
