Following the directions do not work. Paypal has been unable to help. Have tried opening from different computers, get the same message. This has been going on on multiple emails since Sept.
If you can login to PayPal and see the same request I would not worry about it. The only advice I can offer is to make sure your time and year on your PC are correct. If they are an hour ahead or behind of PP's system the security certs won't match.
