Isn't 4-5 disputes a red flag/ suspicious enough?

Back story: Multiple users have paid a user for "items" he claimed he had. Virtually all users have disputed transactions, started claims, etc.

Wondering since there are so many disputes and claims, shouldn't paypal be reversing all transactions to him? I mean should a red flag be raised with that many users filing disputes and claims against the SAME person?
He never responds to emails, no tracking, and nothing!
Do something paypal.
