Chargeback Fraud from buyer-How am I responsible?

I recently sold an item on Ebay and payment was made immediately after the auction ended. I waited approx 1.5 days before mailing the item with a tracking number. I had checked to make sure the transaction was complete on Paypal before mailing of course. I noticed on my Paypal Acct that the day after mailing it, the payment from the buyer were reversed and there was a "dispute" on my Paypal acct saying that the buyers bank had reversed the charges and my funds were on hold. I contacted the buyer and he accepts no liability and claims he did nothing.
How does this happen, and how am I responsible for this?
-I called Paypal and was told that since I had mailed it with a tracking #, they would lift the hold on my funds after it had been delivered. It was delivered and here it is 2 days later and no lift on my funds. I again called Paypal and now they tell me that they have to wait 30 days or until the buyer responds to their Emails to resolve the issue? HOW IS THIS MY FAULT and WHY AM I BEING PENALIZED FOR IT? It has caused me to get overdraft fees of $25 on my checking acct as well due to insufficient funds because of the reversal. What can I do about this? HELP!!!!
