Can Paypal contact payer's credit card to check is charge is valid?

We accept credit cards through our bank's merchant services but we also accept Paypal as a payment and a big order came in from Thailand which is a big credit card fraud area. Can Paypal contact the credit card of the payer just to make sure that they contact the card holder to validate the charge? I get that all the time if I buy a big ticket item online. I'll get a phone call from my cc company asking me if it is indeed me who is authorizing the charge.
Seems to me this is a no-brainer to minimize cc fraud.

armalaser- I completely understand where you're coming from on that, and PayPal certainly wants to minimize fraudulent transactions just as much (if not more) than our merchants do. We can't call the credit card companies (privacy regulations), but if something looks out of the ordinary we will usually try and call the PayPal account holder to see if they've made the payment.
