I was charged $4.30 on a transaction total of $102.50. The buyer is domestically located. I was charged, it appears, 3.9% plus .30.
What you have is an international Paypal member, who has set up an USA Paypal account.
His paypal account says USA, but his bank account and credit cards he has on file with them is based in his home country so you are charged 3.9% plus 30 cents.
