Moneycard: monthly fee after 91 days?

what's the point of the fee?

 

and im assuming that it works like this.

 

you pay $5 (USD), and the rest of the money you put on the cards is yours.

 

after the three months, paypal wont allow you to make transactions until you use your balance to pay that montly fee. at that point, you still pay $5 (USD) for cards.

 

am i getting that scenario right? if so, why the extra fee?

PayPal doesn't administer or enforce the 90 day $5 fee you're describing - it's dealt with entirely by GreenDot and (I believe) is charged against any balance left on the card, *if* you still have a balance.  Otherwise, I would assume there's no charge.  You'll want to flip the card over and give them a call to find out exactly how it works.
