DENY a Payment: Fee Related

I have two questions. Recently, I sold an item on eBay for $1,000 and was charged a $29 fee. The buyer chose to charge the Paypal fee to me.
1) If I DENY the transaction does the buyer get back all $1000?
2) If I DENY the transaction do I still get charged the fee?
