What is the fees for freelancers? What is the Fixed Fee as mentioned in the Fees Page?

Hi,

I am trying to find out what is the fees for freelancers. Or is it same for business and freelancers?

Also, on the fees page, the fees is mentioned as 4.4% + Fixed Fees, etc. What is this fixed fees and how much is it?
