"We're sorry, we couldn’t confirm it’s you"

when I want to withdraw the money it can not and came the notice "We're sorry, we can not confirm it's you".

does anyone have a solution?

Did you confirm your account? Maybe you forgot to do this.

...or is it a newly created account?

 

 

If this is not case, I would contact PayPal directly by Phone.
