Issue trying to create an APP ID for NVP/SOAP

Hi Guys

Bit stuck here. Trying to get an app ID for NVP/SOAP app. all sandbox is testing fine, so want to move over to live..

When i click the link in developer dashboard to "Manage NVP/SOAP apps" (https://www.paypal-apps.com/user/my-account/applications)  getting a 502 bad gateway. Is this an error or has the url moved?
