Trouble creating REST API app

Getting the following error when trying to create a new REST API App:

Something went wrong creating the application. Try again.

Have two sandbox accounts (-facilitator and -buyer) and both show a status of "complete". When trying to create the REST API App the -facilitator email address is the only one available and already selected.

This is working now. Are there intermitent problems with the API platform?

It seems that PayPal is having this problem every now and then, and has been for years, and does not do anything about it. It's a shame, but the only thing is to wayt one or two days... They will, however, of course act like it's not their fault.
