Create a Subscription Plan in Dashboard

Is there a way to create a subscription plan in the merchant dashboard, rather than using REST API calls? I have found the Recurring Payments page on the dashboard, but it seems to only provide the means to manage/view individual subscription agreements for individual customers, not manage or create the subscription plan these are based on. Since creating a subscription plan is a one-time setup process, I would assume that it would be possible to do this non-programmatically (it would save me a great deal of programming if I could simply set my code to use a particular pre-created plan ID, rather than write code to check if the plan is already created, created the plan in code, retain its ID, etc. all for a one-time initial step).
