Create New Rest API App Error

Hello, 

When I'm trying to Create New App through this URL: https://developer.paypal.com/developer/applications/create

I always got an error that says 

Something went wrong creating the application. Try again.

If you wish to report this error please include the following error id: c070284063324

And also on the dropdown of Sandbox Developer Account, I got none option. 

Thus, I can't click Create App button to continue. 

Any help?
