Go to your paypal account, link a debit card - be sure the debit card address MATCHES the paypal address you have. This should fix your problem, i'm not proficent in no language but english, but from the red post you added, I can pretty much guess this is your problem.
thanks for the tip, I'm currently have a credit card linked to my account and this credit card has been verifed some time ago, not sure what would be the difference..
