no refund from paypal

I disputed an a double purchase, was advised by seller to not receive goods, informed paypal, that whan there site lags out and causes a double purchase its not there fault.
the seller has informed me they have sent refund to apypal, but this has not come back to me.
i cannot raise this as a dispute as paypal deemed fit in closing it before i could arrange refund from seller.
I am still awaiting paypal to refund my account. it has been 11 working days now since seller made refund.

Did you have a paypal email to say that that a refund had been issued?
Does the refund show in your transaction history?
Paypal does not close dispute UNLESS you had no buyer protection ie paid via the friends / family route etc.
They only get involved when you escalate the dispute to a claim.
How did you FUND the original payment that was refunded eg bank transfer or card?
Advice is voluntary.
