If you met the criteria of buyer protection and PayPal found in your favour on a claim then if a seller/company won't or can't refund you then PayPal will under buyer protection.
If you met the criteria of buyer protection then you should be.
Go and file a dispute via the "resolve a problem" link lower left of your paypal summary page.
If you don't win the claim AND you funded your paypal payment with a credit card then you could try your card issuer for help.
