Unauthorized transaction from a company i have never heard of!

Okay so i have had a unauthorized transaction from a company i have never heard of, I tried looking them up and visiting there website yet it said it was unavailable i have also not received anything from them i did however request a chargeback through paypal and it got declined and i do not get why...

With all unauthorised reports we receive, we complete a thorough review, and if your case was declined for some reason, we would generally send an email to you explaining the reason.
