Reporting a seller but it doesnt send or report

Hello
I never received my product I purchased and I have emailed the seller directly and have not recieved any reply. I am not trying to report this on paypal but when I type the message and send, it just loads onto a page saying "We're sorry, something went wrong". I have reason to believe this seller is infact a scammer and I would like my money back! I doubt they will actually send me any item that I actually paid for!!! Please help!

How do I open a dispute with a seller when a purchase goes wrong?
You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website
By opening a dispute, you can communicate directly with your seller to work out a problem transaction.
If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.
These steps apply to UK Personal accounts. If you have a Business account, please log in to see the steps that apply to you.
To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.
Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

The advice provided does not work. I continue to get the message "Something went wrong, please try again later"

Same exact problem, who are you trying to open a case against? Mine is for a walmart.com purchase, I just figured pay pal has made some kind of agreement to not allow returns through pay pal or something like that, this is why I'm asking who it's against, if it's a big box store then I think we're onto something. I had no problems opening 1 for an ebay purchase a few week ago from am individual who only had a few listings in 1 year. But I've tried 3 times with this walmart issue and no go! I already sent the seller an email letting them know that I wanted to return but refuse to pay for shipping both ways on a non working item. That's why I use pay pal in the first place, everybody returns on my dime when I sell, why am I always paying when I buy and when I sell? Had to pay for the last return as well.

I'm still getting the same message after trying 7 times to file the report! Somethings going on here. Seems that pay pal must be blocking cases that involve walmart.com. Why else would this be happening. I've only filed 1 other caes and it was just a few weeks ago and the entire process looked completely different right from the start. So I'm not sure if this is something that has to do with any changes they recently made to the resolution center or it's planned, since I have no other items that required a resolution I cannot test that fact, Anyone else getting this error?

I am so sorry to hear that you are all having such issues with this. I assure you all that we do not have any block for opening claims for any stores, merchants or sellers. It sounds like it is more of a technical issue. Can yous please try again and let me know if it works okay. If not I will have it reported to our technical team.
