Friend with no PayPal account had money taken from their account

It's a bank card not credit card.

Obviously my friend has called the bank and cancelled card and bank said money will come back in the end.  But the real point is that we wanted to contact pay pal within minutes of the text of the transaction - but no way to engage them.

I am sorry to hear of the difficulty your friend had when trying to contact PayPal. If you need to retrieve the contact number at any time you can go to www.paypal.co.uk, scroll down to the bottom of the page and select "Help and Contact"->"Call Customer Support"->"Continue as a Guest". You do not need to log in or have a PayPal account to follow these steps and locate the phone number.
