Questions regarding a dispute/claim

Hi

some help would be much appreciated...

 

i sold an item on eBay and the buyer is claiming that it hasn't been received although the tracking number has been given and the company have said that they have delivered it. 

 

The buyer raised a dispute with eBay which I won.

 

The buyer has now raised a dispute with PayPal requesting a refund. 

 

What happens if PayPal decide to uphold the claim in the buyers favour? I will have lost both the item and the money. 

 

How can the buyer prove that they didn't get the item? (This could well be a scam given that the tracking info shows the parcel was delivered!) 

 

Do sellers have the right to appeal against a claim/ dispute once PayPal has made a decision? 

 

Some gudiance/ info would be great....

Normally if tracking shows the item as delivered you would win an item not received dispute.
