OK so I have an active dispute and I've been trying to send PayPal the documents they ask for. Now I receive this... However, the document provided does not meet our requirements as no signature was obtained by the professional that inpsected the item. Am I reading this right? They want me to drive across town again to have the guy sign the document that he took the time to put on company letterhead and give all his contact info? Then they want me to re fax it?

Yep, without a signature any piece of evidence is worthless.
