Payment to Emirate Dispute

I tried to make a payment to Emirate using PayPal, but my payment was declined. So, I made the payment usng a credit card to secure my booking. However, the Emirate manage to obtain the PayPal payment couple of days later. They are playing silly games and not refunding my money back.
The PayPal are not helpful as they have closed my dispute claiming they did not find any issue. Not sure how can there be no issue if I have not authorise this payment?
Hence, I cannot make a complaint to paypal in regard to this payment anymore. Please help!
