You can only open x1 dispute per transaction.

You can't re-open one once closed.

You should never close a dispute until you have item or refund.

If you funded your paypal payment via a card then contact your card issuer and see if the will help you.

Hello There

It could have been that you don't get any protection with Virtual/Digital items. PayPal does not offer any buyers protection with this, As its through Email not posting. So you're really taking a risk with this.

What card did you use, Credit or Debit?

Good Luck 🙂

It has nothing to do with the fact its a virtual item as paypal now gives cover for buyers with virtual items.

The fact it was dismissed if you read the opening post is because the buyer CLOSED the dispute as the seller tricked them into doing it.

They have already been advised to do a chargeback via their card.
