False Dispute Claim

I had a transaction with a guy and it was smooth until 2 days later, he filed a dispute saying he never got the item. I did send him the items and I have proof, when I chatted him and told him what happened, he said it was his brother who filed the dispute since he "owed" his brother $50, he tried helping me through the steps but we both got stuck when I needed to respond on PayPal when we escalated the dispute. He said he can't cancel the dispute since his brother will just open it again and it's a risk. Can anyone help with this?

You can only open x1 dispute per transaction, you can't re-open a closed dispute.
Advice is voluntary.
