I sold a phone on eBay and sent the item but the buyer never received the item I now want to refund the buyer as he escalated the dispute but made a payment before to the wrong person and it takes 4 working days for the me to be refunded so I was wondering if I can refund the buyer with the payment he initially made as PayPal have held this payment

I'm sorry to hear what has happened on your account recently. If there is a payment currently on hold due to a dispute, it should be possible for us to get the payment refunded. You would need to send us an email authorising the refund through your account.
Can you please try doing this through the Help icon at the bottom of any PayPal webpage and we can complete your request for you?
