Dispute ticket not being raised

Twice I have tried to raise a dispute ticket on the website and twice been kicked off with an 'error message'. What's happening to that bit of the website and why can't my problem be logged?

Which error is displayed on the website? You can quote it, without any personal information included.
You can also ask a PayPal Customer Service adviser to open a claim, if the concerned transaction is entitled to one. Please click here to retrieve their contact number. You should use the phone option, to ensure the request is processed without additional delay.
