I recently sold an Xbox on eBay and I told the buyer that there would be a slight delay but out of nowhere they opened an INR case. Paypal has since closed this dispute in their favour even though I have sent the item but the tracking hasn't been updated yet. If I do appeal and win with the updated tracking will Paypal take back the refund from the buyer, cover it from their own pocket or make me sort it out. Thanks in advance

Paypal can't dip into someones account and help themselves so if you win the dispute i think they would probably try and persuade the buyer to re-pay and if not then only they know what they would or can do next.
Good luck.
