what does it mean when in the order status/action shows in process?

I searched every where but paypal is not help on this. The payment says complited but the order status/action shows in process and the only information i could find is if it's indicating pending. It's not letting me access the money to trasfer to my bank account and I want to know what do i do?

please help me!

It means the money is on hold.

i have been trying to speak with an agent and not a mac hine. i have an unauthorized charge to my account and can not talk with an agent. i am about ready to take my montary loss and have both my e-bay account and paypal accounts closed.  because i can not get answers to my questions and onlt recordings.
